I know the Trump Administration’s attempts to freeze federal funding continue to cause difficulty and confusion as litigation unfolds in the courts. Please know that I am working hard every day to fight back and continue delivering for our constituents.
Due to the ongoing lack of clarity from the Trump Administration regarding many federal programs, I highly recommend that you follow relevant agency newsletters and the grants.gov webpage for your grants of interest to see which have been canceled, paused, or may have changed eligibility criteria. If this has affected you or your organization, please share your information with my office here.
However, I remain excited to share upcoming grants and federal funding opportunities for local governments, universities, community organizations, businesses, and individuals.
You can find up-to-date information on open federal grants here. This spreadsheet will be updated throughout the month and includes a wide variety of grants related to agriculture, community development, disaster prevention and relief, food and nutrition, transportation, and much more. The grants can be easily sorted and filtered by category to help find grants related to specific needs.
Additionally, you can find an extensive list of funding opportunities for local governments updated regularly by the Colorado Department of Local Affairs here. This user-friendly dashboard features federal and state funding opportunities, which can be filtered by category, program, award type, awarding agency, and eligible applicants.
In addition to a list of open federal grants below, you can find a section on technical assistance resources for grant applicants, information on grants expected to open in the future, and a tip of the month for grant applicants.
Upcoming Grants:
This month, there are major federal grants open for funding around veterans’ mental health, water, transportation, and housing projects. Below are some of the available federal funding opportunities, listed in order by category and deadline. The following grants are still open and accepting applicants at the time of sending this newsletter.
Veteran Mental Health:
The Department of Veterans Affairs is providing funds for suicide prevention grants under the Staff Sergeant Fox Suicide Prevention Grant Program (SSG Fox FPGP). This grant provides funding for community-based organizations to provide mental health and suicide prevention services. The application is due on July 18, 2025.
Water:
The Colorado Water Conservation Board’s Water Plan Grant Program provides over $36 million in funding for local governments to carry out projects supporting the Colorado Water Plan. Applications for rounds of funding are due on July 1, 2025 and December 1, 2025.
Transportation:
The Department of Transportation has opened the most recent round of the Bridge Investment Program. This grant program is open to metropolitan planning organizations and local governments to repair bridges in poor and fair condition. Funds are available both for planning and implementation projects. Interested applicants can find more information here and should apply for planning projects by October 1, 2025, and for implementation projects by November 1, 2025. A separate grant fund is open for larger bridge projects that would cost at least $100 million. Interested applicants for the Large Bridge Project program should apply by August 1, 2025.
Environmental:
Through state funding from Great Outdoors Colorado, the Colorado Youth Corps Association is offering up to $1.5 million in funding for outdoor recreation, stewardship, and restoration projects completed by conservation service corps members. Applications for the 2026 Conservation Service Corps Grant cycle are due July 30, 2025.
The Colorado Parks and Wildlife is offering grant funding for landowners to accomplish strategic wildlife conservation and wildlife-related recreation projects. The Colorado Wildlife Habitat Program (CWHP) 2025 Request for Proposals is due on October 9, 2025.
The Department of the Treasury has an open RESTORE Act Program, which funds construction and real property acquisition activities for environmental restoration, mitigation, and infrastructure projects benefiting the economy or ecological resources. Additional information on the program can be found here, with information on non-construction projects being listed here. Applications will be accepted on a rolling basis as long as funds are still available until October 31, 2025.
Eligible nonprofit organizations and local governments wishing to take advantage of clean energy tax credits or the Elective Pay program created through the Inflation Reduction Act can now register ahead of their tax filing to help facilitate the claiming of these credits. Interested parties can find more information and register for tax year 2023, 2024, and 2025 filings here.
Housing:
The Colorado Department of Local Affairs has a Housing Planning Grant Program with an application deadline of July 11, 2025. This program provides funding for local governments to create and implement housing needs assessments and housing action plans. Interested parties can find more information here.
The Colorado Department of Local Affairs is offering $50,000 Incentive Funding for local governments to adopt a Proposition 123-compliant expedited review process. This initiative aims to fast-track policies that reduce housing costs and boost supply by eliminating delays that drive up project expenses. Local governments that adopt the review process by December 31, 2025, will receive up to $50,000 in grant funding. Jurisdictions adopting between January 1, 206 and June 30, 2026 will be eligible for smaller awards if funds remain.
The Colorado Division of Housing plans to award roughly $140 million in project and program funding throughout the coming year to affordable housing developers, public housing authorities, and community organizations. Interested applicants must submit a Letter of Interest in addition to their final application. Key application deadlines for the various grants can be found here.
Rural:
The US Department of Agriculture’s Community Facilities Loan and Grant Program provides funding opportunities to develop community facilities in rural areas that provide essential services to local communities. Applications are accepted on a rolling basis.
Education:
The National Science Foundation has the open Robert Noyce Teacher Scholarship Program, which provides funding for elementary and secondary mathematics and science teachers in school districts experiencing teacher shortages in those fields. Those interested can get more information on the grant posting here. The application deadline is August 26, 2025.
In celebration of the 250th anniversary of the signing of the Declaration of Independence next year, the National Endowment for the Humanities is providing funding for authors of up to $5,000 a month for six to twelve months to write non-fiction books on our nation’s history. The application deadline is August 6, 2025.
Social Services:
The Internal Revenue Service has opened its Low Income Taxpayer Clinic grant for nonprofits providing free and reduced-cost tax services for low-income taxpayers. Interested parties should apply by July 14, 2025, and can find more information here.
Technical Assistance:
Something I often hear when meeting with local governments and organizations is that they are interested in taking advantage of federal funding opportunities but simply do not have the capacity to submit a competitive application. Thankfully, you don't have to go through this process alone. My office has compiled a list of resources provided by state and federal government agencies designed to help grant applicants here.

Local Governments:
The Colorado Department of Local Affairs has a DOLA Civic Solutions Hub designed to support local governments in capacity building and operational efficiency. Interested local governments can reach out to take advantage of the trainings and to receive help with creating new initiatives, research, and development.
Energy:
Through funding from the Department of Energy, the Interstate Renewable Energy Council has developed a program to provide free technical assistance to local governments to prepare for large-scale solar growth in their community. There are a limited number of spots available, and the deadline to apply is July 1, 2025.
Grants on the Horizon:
The Colorado Department of Local Affairs is developing a new grant program for child care centers to fund land use and program planning work to ease child care center development. This grant program is expected to open later in the summer.
Application Tip of the Month:
Have you started to write a grant application and not been sure where to start? You often do not have to start from scratch! Depending on the grant, the agency may ask in the Notice Of Funding Opportunity (NOFO) that your application follow specific format, with sections addressing different key priorities. Additionally, agencies often have resources for applicants to use when drafting their application materials. For example, the Department of Transportation has a cost benefit analysis template for grant applicants, and the Colorado Department of Local Affairs has a Community Engagement best practices guide for those drafting a community outreach plan. Taking a closer look at the NOFO and website of the awarding agency can give you a better sense for how to structure your application and what resources exist for applicants.
