Rep. Pettersen Takes Major Steps on Housing Affordability For Coloradans, Passing Her Bipartisan Bills in Housing Package Which Now Heads to the Senate

WASHINGTON — Congresswoman Brittany Pettersen (CO-07) today applauds the passage of a major bipartisan housing package on the House floor containing numerous Pettersen-led bills addressing housing affordability in Colorado and across the country. Rep. Pettersen was also a key negotiator in shaping the framework, successfully pushing to revise a harmful provision from the package that would have blocked Built-to-Rent homebuilding projects and undermined efforts to address the nation’s housing supply and affordability crisis.

The Pettersen-led legislation in the package includes her Streamlining Rural Housing Act, which will streamline duplicative federal housing requirements that slow affordable housing development in rural communities; her Housing Supply Frameworks Act, which would develop best practices on zoning and land-use policies; and her amendment based on part of the VALID Act, which would improve the mortgage lending process for our nation's servicemembers and veterans.

In Colorado, there is currently a housing shortage of over 100,000 homes and apartments. The state also needs to build over 30,000 units in the next decade to make up for the shortfall given the population growth. Due to this shortage, Colorado has seen median rents climb by more than 80% over the last decade. Pettersen’s bills take important steps forward to address that shortage and encourage policies that help new housing development.

“All across Colorado, families are getting absolutely crushed by the cost of housing. Whether in the Denver metro area, or in our rural communities, there are not enough options, and out-of-state investors are driving up costs. Housing is the number one financial pain point I hear about from people, and I am so proud to use my position on the House Financial Services Committee to pass policies that will finally provide families with a lifeline,” said Pettersen. “From Trump’s tariffs to his billionaire tax breaks and his devastating cuts to our health coverage, no normal person can afford Donald Trump’s high-cost regime. We need an all-hands-on-deck approach to tackle the affordability crisis, and that must include housing — including removing barriers to construction and expanding affordable housing options in communities across Colorado. I’m proud that despite the chaos and dysfunction in Washington, these bills are moving forward, and I’ll keep fighting to get them signed into law.”

Pettersen’s legislation that passed the House are listed below:

The Streamlining Rural Housing Act: Introduced alongside Congressman Stutzman (R-IN), the bill directs HUD and USDA to enter a memorandum of understanding, a formal interagency agreement to coordinate housing standards, reducing redundant reviews that increase costs and slow affordable housing development in rural communities.

The Housing Supply Frameworks Act: Introduced with Congressman Mike Flood (R-NE), the bill directs the U.S. Department of Housing and Urban Development (HUD) to develop frameworks for best practices on zoning and land-use policies to confront barriers to housing development and construction.

Pettersen's amendment to improve the mortgage lending process for our nation's servicemembers and veterans was included in the package that passed. The amendment ensures that lenders are made aware of a consumer's veteran status at the beginning of the lending process so they can make the consumer aware of their potential eligibility for a VA loan.

Over her 14 years in elected office, Representative Pettersen has made expanding access to housing that families can afford a cornerstone of her work in Colorado and in Congress. As a member of the House Financial Services Committee and Subcommittee on Housing and Insurance, as well as a Co-Chair of the Real Estate Caucus and the Yes In My Back Yard (YIMBY) Caucus, she is currently leading the charge to tackle the national housing shortage by championing policies that cut through regulatory red tape and streamline the development of innovative, low-cost homes.

Reps. Pettersen, Hayes Introduce Bill to Bolster Child Education Workforce

WASHINGTON – U.S. Representatives Brittany Pettersen (CO-07) and Jahana Hayes (CT-05) introduced the Creating Early Childhood Leaders Act of 2026, legislation to strengthen teacher preparation programs and better equip educators working with young children.

The bill would require training in early childhood development, including children’s social and emotional growth, age-appropriate behavioral supports, and effective instructional practices. The legislation recognizes that the earliest years of a child’s life are critical to long-term learning and development and ensures educators have the tools to support children during these formative years.

“As a mom of two young kids, I know how critical those early years are and that early childhood lays the groundwork for lifelong learning,” said Pettersen. “As Trump continues to dismantle the services that support our families, it’s getting even harder – and more expensive – for regular people to access high-quality child care. That’s why I’m proud to introduce this legislation to bolster our child care workforce and put our kids on the path to thrive long-term.”

“The first five years of the life of a child are critical for development. Leaders working with young children must be equipped with evidence-based strategies that promote social and emotional growth,” said Hayes. “By investing in the development of teachers, the Creating Early Childhood Leaders Act lays a strong foundation for student success.”

The Creating Early Childhood Leaders Act would modify Title II of the Higher Education Act by mandating that school leadership programs receiving federal Teacher Quality Partnership grants incorporate training on early childhood development and effective instructional leadership for children from birth to age eight. Companion legislation was introduced by U.S. Senators Andy Kim (D-NJ) and Ben Ray Lujan (R-NM). Bill text is available HERE.

This legislation is endorsed by the Association of Educational Services Agencies, National Association for the Education of Young Children, School Superintendents Association, The Early Care & Education Consortium, The Education Trust, and ZERO TO THREE.

Rep. Pettersen Amendment in Support of Fremont County VA Clinic Passes House with Bipartisan Support

WASHINGTON – Today, U.S. Representative Brittany Pettersen celebrated bipartisan passage of her amendment in the Military Construction and Veterans Affairs appropriations package aimed at supporting construction of a long-awaited VA clinic in Fremont County to better serve veterans in Cañon City, Florence, and surrounding communities.

The amendment comes after years of advocacy from Rep. Pettersen alongside local veterans pushing for improved access to care in a region home to an estimated 3,500 veterans in Cañon City and Florence and as many as 5,000 eligible veterans across Fremont County. Despite the large veteran population, the area still lacks a dedicated VA clinic, forcing many veterans to travel long distances to receive care.

“Our veterans have sacrificed everything to serve our country. They should not have to fight through bureaucratic delays just to access the health care they’ve earned,” said Rep. Pettersen. “For too long, veterans in Fremont County have gone without the care and support they deserve, forcing them to drive long distances for care and face significant wait times. I’m proud to see bipartisan support for this clinic, and I will continue pushing to finally deliver this much-needed facility for our community.”

The amendment is just the latest in Pettersen’s ongoing efforts to construct a VA clinic in Fremont County since coming to Congress. After meeting with local officials and veterans in Fremont County and hearing their concerns about delays in the construction of a clinic, she has fought for this project to ensure veterans have access to the resources they need in Fremont County and throughout Colorado’s Seventh Congressional District.

Reps. Pettersen, Gottheimer Introduce “Feed Our Kids Act” to Fight Farm Bill Cuts to School Meals for Hungry Children

WASHINGTON – U.S. Representatives Brittany Pettersen (CO-07), Josh Gottheimer (NJ-05), and Darren Soto (FL-09) introduced the Feed Our Kids Act, which would provide free breakfast, lunch, and afterschool snacks to every student in K-12 public schools in Colorado and across the country.

This legislation comes as House Democrats sounded the alarm on the devastating nutrition cuts jammed through by House Republicans in the Farm Bill last week. This Republican-led bill would lock in cuts to critical funding for school meals, SNAP, and local food programs that threaten to push hundreds of thousands of students into hunger.

As a state legislator, Pettersen sponsored the referred measure that voters passed to create the Colorado Healthy School Meals for All (HSMA) program, which provides funding to schools to offer free breakfast and lunch to all students in public schools. Colorado’s HSMA program provides over 600,000 free meals daily and has improved meal quality while supporting local agriculture and farmers.

“Making sure every kid has access to a healthy meal at school reduces costs for families and ensures that every student has the ability to grow and thrive,” said Congresswoman Brittany Pettersen. “We’ve seen the impact free school meals have in Colorado, and we know this bill is a critical step toward supporting our families, both in and out of the classroom.”

“You can’t propel a rocket without fuel. The same goes for a growing student,” said Congressman Josh Gottheimer. “Too many children in New Jersey are still showing up to school every morning with the tank reading empty. In the greatest country in the world, it is simply unacceptable that one in seven children in our state faces food insecurity. The Feed Our Kids Act will change that — no stigma, no bureaucracy, no child left hungry.”

More than forty-seven million people in the United States face hunger. One in four Americans report skipping meals because they simply cannot afford their grocery bills. Research shows that students who eat breakfast and lunch perform better in the classroom, have stronger memory recall, are less likely to be absent or repeat a grade, and have fewer behavioral and attention problems. Students who are properly nourished also have healthier lifelong diets and are less susceptible to obesity-related health issues. Additionally, studies show that addressing hunger reduces violent crime, making communities safer and stronger.

Specifically, The Feed Our Kids Act would:

Provide free breakfast, lunch, and afterschool snacks to every student in K-12 public schools across America.

Eliminate unpaid meal debt from schools and remove burdensome application paperwork for qualifying families.

Ensure meals are nutritious and locally sourced when possible.

Extend meal access during summer break and sudden school closures so no child’s nutrition falls through the cracks.

Eliminate the stigma associated with means-tested meal programs by making access universal.

Provide Congress with a report on the impacts of free school meals and provide recommendations to ensure that schools are using nutritious meals that are locally sourced from farmers.

Rep. Pettersen Votes No on Budget Resolution That Sets Stage for $70 Billion Expansion of ICE and CBP

WASHINGTON – U.S. Representative Brittany Pettersen (CO-07) voted against Republicans’ budget resolution that would pave the way for up to $70 billion in funding over three years for Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) through the reconciliation process.

The bill initiates the budget reconciliation process, a fast-track legislative process that allows certain budget-related measures to pass the Senate with a simple majority vote. Republicans failed to include any meaningful policy reforms to ICE and CBP operations, such as body camera requirements and other accountability measures. Speaker Mike Johnson has consistently rejected the bipartisan Senate-passed Department of Homeland Security funding bill, which would fully fund all DHS agencies – including the Transportation Security Administration and the United States Coast Guard – while excluding additional funding for ICE and CBP.

“Instead of working with Democrats to bring necessary reforms to ICE, Republicans are abusing the legislative process to give $70 billion to Trump’s lawless operations. The American people overwhelmingly agree that ICE is out of control and must be reined in. We were told that they would deport violent criminals, but instead, they are detaining children, deporting legal residents and refugees, and murdering U.S. citizens in cold blood with impunity. All while ripping health care and food assistance away from millions of Americans.

“House Republicans have forced the longest government shutdown in American history because of their refusal to work with Democrats to ensure our TSA agents, FEMA workers, and members of the Coast Guard are paid and their critical services are uninterrupted. The American people are exhausted by the dysfunction in Washington and desperately want a functioning federal government.

“From chaos at airports to missed paychecks for our federal employees, this incompetency has huge ramifications for the American people. Our country deserves so much better than this.”

Rep. Pettersen consistently called for legislation to fund all agencies and offices – including TSA and FEMA – within the Department of Homeland Security (DHS) except for ICE and CBP. Additionally, she signed a discharge petition to force a vote on this legislation after House Republican Leadership refused to move the bill forward.

Pettersen has also consistently voted against Donald Trump’s anti-immigrant agenda, including opposing over $70 billion in funding for immigration enforcement in the “One Big Beautiful Bill Act.” She also supports legislation to require DHS and ICE officers to clearly identify themselves during enforcement actions, legislation that would reinstate protections that bar ICE from conducting immigration enforcement in sensitive locations, including churches, schools, hospitals, and non-immigration courts, and has demanded accountability from DHS.

Rep. Pettersen, Rep. Mackenzie Introduce Bipartisan Bill to Make Air Travel with Strollers Easier, Hold Airlines Accountable

WASHINGTON – Today, U.S. Representative Brittany Pettersen (CO-07) and Representative Ryan Mackenzie (PA-07) introduced a bipartisan bill that would direct the Federal Aviation Administration (FAA) to issue new rules requiring airlines to explicitly include strollers in their liability contract during transit and to handle them with care. The bill would also set a clear obligation standard for airlines – up to $2,175 – if a stroller is damaged.

Millions of families travel every day with strollers, and too often, this essential equipment is mishandled or damaged during transit, leaving families without recourse. In 2024, U.S. airlines collectively transported 899,385 mobility devices, and of those, 11,357 were reportedly damaged or destroyed in transit. This bill would create clear, consistent rules to ensure strollers are handled with care all the way into the cabin and make sure families are fairly compensated when airlines fall short. These protections would reduce unnecessary costs and disruptions for families, providing greater certainty and reliability when traveling with young children.

“As a mom, I travel a lot with my two boys, and I can tell you that traveling with kids is already stressful enough. This bill will make just one part of that experience much easier for families, making sure that their equipment isn’t lost or broken, so parents aren’t left to worry about how they will safely travel with their kids,” said Pettersen. “At a time when so many families already have so much to worry about, I’m happy to partner with Representative Mackenzie on this commonsense, bipartisan solution that will ease just one of the burdens that moms and dads routinely face when traveling.”

“As the father of two young children, I know that air travel for families is already hard enough without worrying about damage to strollers,” said Mackenzie. “Parents count on strollers when they’re traveling, and the stress and cost of damage can turn short trips into nightmares. That’s why we’re introducing legislation that holds airlines accountable for these damages, just like we already do for other pieces of luggage.”

The full text of the bill can be found HERE.

Since coming to Congress, Rep. Pettersen has been a champion for working families and children in Colorado. As a mom of two, she has pushed back against Trump’s policies that would increase costs for child care, health care, and other basic necessities for families. Rep. Pettersen has fought to support working families and expand access to childcare by supporting legislation that protects paid leave, grows the child care workforce, and strengthens child care infrastructure – while also securing millions of dollars to build new childcare facilities across her district. Rep. Pettersen’s bipartisan BABES Act was signed into law last year, which aims to ease travel for parents with breast milk.

House Republicans Reject Pettersen’s Amendments to Protect Colorado Farmers, Families, and Wildfire Response

WASHINGTON – Today, U.S. Representative Brittany Pettersen released the following statement after House Republicans blocked her commonsense amendments to the Farm Bill that would have helped Colorado farmers, strengthened Colorado’s wildfire response efforts, and protected states from devastating SNAP cuts.

“Farmers in Colorado can barely keep their heads above water – between Donald Trump’s illegal tariffs and his unauthorized war in Iran causing the cost of everything, including fertilizer, food, and fuel, to skyrocket. This misguided piece of legislation does nothing to address any of these urgent crises that are bankrupting families and farmers.

“Instead, Republicans are giving big corporations the greenlight to destroy our forests, pollute our waters, and harm our children. We in Colorado are already feeling the disastrous impacts of the climate crisis every single day, from the increased wildfires to non-existent snowpack and historic drought. And this is only going to get worse in coming years, putting at risk the land that supports our farmers and ranchers, feeds us all, and powers our economy.

“I’m deeply disappointed – but not surprised – that Republicans wouldn’t even hold a vote on these commonsense measures to make sure our kids have food on the plate, our farmers can get relief, and our future generations can continue to enjoy the places we love for years to come.”

Every five years, Congress traditionally reauthorizes the Farm Bill on a bipartisan basis to support farmers, strengthen our food supply, and help families put food on the table. Instead, Republicans forced through a bill that fails to address the real challenges farmers and ranchers are facing, locks in Donald Trump’s cuts to food assistance, and protects multi-billion-dollar pesticide companies from accountability for serious health issues including cancer.

Specifically, Pettersen’s amendments would have:

Required the United States Forest Service to maintain staffing levels needed for wildfire mitigation and response, including personnel with Incident Qualification Cards (“red cards”) and employees who support wildfire prevention and emergency response efforts.

Directed the United States Department of Agriculture (USDA) to calculate financial losses farmers have faced as a result of tariffs imposed on or after January 20, 2025, and ensure producers are compensated for those losses.

Delayed implementation of SNAP administrative cost shifts to states in Trump’s Big Ugly Bill until harmful work requirements impacting veterans, people experiencing homelessness, former foster youth, adults ages 55-64, and parents of school-aged children are repealed.

Authorized the USDA to fund modern private-sector weather tools so farmers and foresters can better prepare for and reduce damage from extreme weather like droughts, floods, and wildfires.

A full summary of House Republicans’ Farm Bill can be found HERE.

Rep. Pettersen Introduces Bipartisan Resolution Marking National Fentanyl Awareness Day

WASHINGTON — Today, U.S. Representatives Brittany Pettersen (CO-07), Lori Trahan (MA-03), Brian Fitzpatrick (PA-01), Joe Neguse (CO-02), and Addison McDowell (NC-06) introduced a bipartisan resolution recognizing April 29, 2026, as National Fentanyl Awareness Day in order to increase awareness about the growing threat of counterfeit fentanyl pills and their devastating impact on families and young people across the United States.

The resolution seeks to unite the public and policymakers in the fight against this deadly epidemic as fentanyl-related deaths continue to rise. In 2025 alone, law enforcement seized 47 million counterfeit pills, equating to over 369 million lethal doses.

“Like so many Americans, my family has been impacted by the opioid epidemic,” said Pettersen. “My mom first became addicted to prescription opioids that led to a decades-long struggle, including heroin and fentanyl, but she’s one of the lucky ones. She finally got the medical care she desperately needed and will be celebrating 9 years in recovery this August and is an example of what’s possible. On National Fentanyl Awareness Day, we increase awareness about the dangers of this drug to prevent further tragedies and make sure people like my mom aren't again left with nowhere to turn.”

“The fentanyl-fueled overdose crisis is devastating families and communities in every corner of our country,” said Trahan. “By establishing National Fentanyl Awareness Day, we not only honor the lives lost, but also shine a light on the urgent need for action. This bill is about raising awareness, saving lives, and reaffirming our commitment to ending this crisis.”

“Counterfeit fentanyl is now the leading killer of young Americans, devastating families in every corner of our nation,” said Fitzpatrick. “I’ve seen the human cost of this crisis firsthand. As Co-Chair and a founding member of the Bipartisan Mental Health and Substance Use Disorder Task Force, I’m working to turn awareness into action—stopping the flow of deadly counterfeit pills, strengthening prevention and enforcement, and saving lives. Recognizing National Fentanyl Awareness Day is a critical part of that mission and of building the national response this crisis demands.”

“Fentanyl-related overdoses and drug poisonings have had a devastating impact on communities across my home state of Colorado,” said Neguse.“In championing an effort to designate April 29th as National Fentanyl Awareness Day, we are not just bringing attention to this crisis but also sharing information and best practices for preventing the spread and sale of synthetic opioids—and, ultimately, fighting to save lives.”

“Last year, Congress acted on a number of key pieces of legislation aimed at combatting the fentanyl crisis. I was proud to stand with President Trump as he signed the major HALT Fentanyl Act into law,” said McDowell. “I lost my brother, Luke, to fentanyl at just 20 years old. I’ll keep fighting alongside anyone willing to take this on until no family has to endure the kind of loss mine did.”

Text of the resolution can be found HERE.

Rep. Pettersen has been a leading voice in Congress on addressing the opioid crisis and expanding access to mental health and substance use disorder treatment. Inspired by her own mother’s struggle, Pettersen has fought for legislation to prevent the import of illicit drugs, crack down on drug traffickers and their financing operations, and prevent overdose deaths by ensuring airplanes, law enforcement, and hospitals are able to distribute naloxone when necessary.

Reps. Pettersen, Salazar, & Sens. Collins, Warner Introduce Bipartisan, Bicameral Bills to Help Family Caregivers Save for Retirement

WASHINGTON, D.C. – U.S. Representative Brittany Pettersen (D-CO-07) and Congresswoman Maria Elvira Salazar (R-FL-27) introduced two bipartisan bills that would help family caregivers better save for retirement. These bills, the Improving Retirement Security for Family Caregivers Act and the Catching Up Family Caregivers Act, would help address the financial challenges faced by individuals who leave the workforce to care for loved ones, often sacrificing their own long-term financial security. Senators Susan Collins (R-ME) and Mark Warner (D-VA) introduced companion bills to this legislation in the U.S. Senate.

“Our caregivers do some of the most important but underappreciated work in our country – everything from cooking meals, to administering medications, paying bills, and driving loved ones to frequent medical appointments. But that care can take a toll on their personal lives, with caregivers taking a big personal financial hit when they take time from work to prioritize their loved ones,” said Representative Pettersen. “This can often have long-term impacts, which is why I’m proud to introduce these two pieces of legislation to make it easier for caregivers to save for retirement. Ensuring caregivers can take care of their own financial health ensures they can keep taking care of their families.”

“Family caregivers provide critical support to their loved ones, yet many are forced to step away from work, limiting their ability to take full advantage of retirement savings opportunities,” said Senator Collins. “These two bipartisan bills would give these individuals a better opportunity to build a secure financial future and help ensure they are not penalized for the vital care they provide.”

“Family caregivers often step away from the workforce to look after relatives, and by doing so, many end up missing out on key opportunities to save for their own golden years,” said Senator Warner. “No one should lose their own financial security because they provided essential care to a loved one. I’m proud to introduce two bipartisan bills that would give these caregivers the flexibility to continue contributing to retirement accounts and prepare for their own futures.”

“Caregiving is one of the most important jobs, but our current policies penalize selfless Americans who look after their loved ones,” said Representative Salazar. “I’m proud to co-lead and reintroduce the Improving Retirement Security for Family Caregivers Act and the Catching Up Family Caregivers Act, which will reward caregivers with new opportunities to secure a dignified retirement.”

Specifically, the Improving Retirement Security for Family Caregivers Act would:

Allow family caregivers to contribute to a Roth IRA.

Current law caps Roth IRA contributions at the lower of $7,000 or yearly income, limiting caregivers’ ability to save for retirement when their earnings are reduced due to caregiving responsibilities.

By eliminating this yearly income cap for family caregivers, the bill would help ensure they can continue to save up to $7,000 for retirement even if their wages fall beneath that amount while caring for a loved one.

Specifically, the Catching Up Family Caregivers Act would:

Allow family caregivers additional years of eligibility for the highest catch-up contribution levels in employer-sponsored retirement plans.

Catch-up contributions currently allow individuals over age 50 to contribute above the standard annual limit, with even higher limits available for those ages 60 to 63.

These provisions are designed to help individuals make up for years when they were unable to save. Building on that approach, this bill would allow full-time family caregivers to qualify for up to five additional years of maximum catch-up contributions.

Click here for the complete text of the Catching Up Family Caregivers Act.

Both pieces of legislation are endorsed by the Securities Industry and Financial Markets Association (SIFMA), the American Benefits Council, the Edward Jones Grassroots Task Force, the Insured Retirement Institute, and the Women’s Institute for a Secure Retirement (WISER). The Catching Up Family Caregivers Act is also endorsed by the Alzheimer’s Association.

Rep. Pettersen Helps Introduce Articles of Impeachment Against Secretary Pete Hegseth

WASHINGTON – Today, Congresswoman Brittany Pettersen (CO-07) joined Representatives Yassamin Ansari (AZ-03), Steve Cohen (TN-07), Jasmine Crockett (TX-30), Dina Titus (NV-03), David Min (CA-47), Shri Thanedar (MI-13), and Sarah McBride (DE-AL) in introducing articles of impeachment against Secretary of Defense Pete Hegseth.

The legislation follows Hegseth’s role in launching Donald Trump’s unauthorized war in Iran, which has resulted in significant civilian casualties, including the bombing of a girls’ school in Minab.

“Pete Hegseth is wildly incompetent – he’s blindly carrying out Donald Trump’s unauthorized war in Iran that endangers the lives of our troops, our national security, and our standing in the world. His actions are reckless, violate our Constitution and international law, and have created a global crisis.

“As a mom, my heart breaks for the families and children caught in the middle of this conflict, including the hundreds of girls whose lives were stolen while they were simply trying to go to school. They have no clear strategy, no regard for human life, and no plan to get us out.

“From SignalGate to this reckless escalation, it is clear he is unfit to serve as Secretary of Defense. We have the most unqualified cabinet leading us through this crisis, and the American people have absolutely no confidence in Hegseth to do this job. It’s time for Pete Hegseth to resign – or we will remove him from office.”

Specifically, the Articles of Impeachment filed today:

Article I alleges that Hegseth authorized U.S. military strikes against Iran without seeking congressional approval, exposing American service members to unnecessary risk and exceeding the constitutional limits of executive war powers.

Article II alleges violations of the law of armed conflict, including authorizing or failing to prevent military actions that resulted in civilian casualties and damage to civilian infrastructure.

Article III alleges gross negligence in the handling of classified military information related to the “Signalgate” incident, in which sensitive operational details were improperly shared, potentially putting U.S. personnel and national security at risk.

Article IV alleges obstruction of congressional oversight by failing to provide complete and timely information about military operations, including withholding details related to civilian casualties and operational conduct across multiple regions.

Article V alleges conduct that undermines public confidence in the Department of Defense and the U.S. armed forces, citing actions and policies that critics argue have damaged institutional credibility and trust.

Full text of the Articles of Impeachment can be found HERE.
